Representatives from the gambling industry seem especially intent on Missouri approving mobile wagering if the state goes ahead with legal sports betting. They said legal mobile sports betting is the only way to stamp out the black market for such activity. A dent can’t be made in the illegal sports betting market unless people are able to make wagers from their phones, they said.
Missouri is attempting to keep up with neighboring Iowa and Illinois, which have legalized sports betting, and Kansas, which appeared poised to do so in 2020 before the Coronavirus struck. Now the odds are extremely unlikely that either Missouri or Kansas will make any moves in 2020.

This will allow sports betting, casino gambling and DFS to be added to the already legal Horse Racing online with poker also becoming legal. Land based, the state has three casinos, a racetrack and more than 20 tribal casinos. So the new rules will allow casinos to add sports betting land based, two online casino offerings and one online sportsbook offering. It is looking like ether first.
Proposed legislation filed in early 2019 would allow for sports betting on pro and college sports, but with no more than 10 sports gambling licenses handed out in the state. Hawaii: Not yet legal.
